| Abstract: | The local state-owned commercial enterprise groups should adjust its own strategy according to their internal and external environment and conditions. They should adopt the strategy of amassing resources, creating superiority and scales operation. And according to the demand of the new strategy they will reorganize the operational organizations and assets, and conduct the reform of property rights system in a suitable form. This paper stresses that the separation of the functions of the government and enterprises is correct, but whether or not enterprise groups need to transfer power to their subsidiary enterprises and the level of power-transferring depend on the need of their strategy |
