| Abstract: | The authors examine various mechanisms for allocating and funding universal service obligations among agents. The obligations that they consider, are geographic ubiquity and nondiscrimination. They show that pay-or-play regulation always dominates restricted-entry regulation under ubiquity constraint alone. |
