Abstract:This paper concentrates on the justification for the public support of arts in South Africa. It discusses the reasoning behind providing art to audiences that mostly consists of the more prosperous and better educated minority, while the vast majority struggles with severe problems, such as lack of education and health care. This paper analyses two studies conducted at two South African arts festivals. Nevertheless, the findigs indicate that arts profit both high and low income earners. By supporting arts with public funding, arts events could provide benefits, both market and non-market, to low income groups.
