Abstract:Positive and negative effects of labour migration in developing countries are examined in order to extend the harmful brain drain literature. This paper uses a framework of partial equilibrium to analyze the relation between brain drain and brain gain. According to the analysis in the short run international migration of skilled individuals can result in educated unemployment, brain drain and over education in developing countries. However, in the long term the social welfare of skilled individuals who stay behind will improve.
