Abstract:On May 20 the EU opened negotiations with the 69-nation group of African, Caribbean and Pacific countries to review its most comprehensive development cooperation package, the Lome convention. For many of the countries Lome is more important as a trade agreement and Europe remains the largest market of ACP exports. In addition to the EU's generalised system of preferences for all developing countries, the Lome convention eliminates customs duties.
