| Abstract: | Foreign aid arouses fierce passions. To see why, as well as to form a judgment on whether it is still justifiable at the end of the millennium, it is useful to outline its genesis as well as the changing justifications its proponents have provided over the years. Strictly speaking the term "foreign aid" should only be applied to the concessional lending by bilateral and multilateral donors to the Third World. It should not apply to the non-concessional lending of the multilateral instutions such as the World Bank. |
