| Abstract: | The goal of universal access to information and communications services is compelling. This article presents a research agenda based on three challenges in attaining universal usability for Web-based and other services: 1) technology variety, 2) user diversity, 3) gaps in user knowledge. The list may not be complete but it addresses important issues that are insufficiently funded by current initiatives. |
