Abstract:Aid flows to developing countries have experienced a marked decline over the last decade. The main reason for this development appears to be that donors have increasingly become aware of their failure to promote growth and alleviate poverty in recipient countries. As a means to increase aid effectiveness, reforms in three areas are most promising. First, aid should be concentrated on poor countries with reasonable policies and institutions where the funds can be used most productively. Second, donors should encourage policy reform by withdrawing support from badly governed countries and by strengthening reform ownership. The latter would include a less prominent role for conditionality and project aid, which both constrain local responsibility (original in German).
