Abstract:This article offers the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. The results are from 17 societies which have gone through civil war and are in their first decade of post-conflict economic recovery. The aid should be phased in the first decade, because the results show that the absorptive capacity of a society is double the normal in the seven last years of the first decade. Using data from the World Bank policy rating database, the findings show that growth is more sensitive to policy in post-conflict societies. However, the social policies are differentially significant in efficacy compared to macroeconomic policies.
