| Abstract: | A study of the debt crisis affecting the less developed countries, related to the most appropriate project portfolio, policy, posture, capital, labour and technology. Five Figures are given: construction by international firms, risk factors, international negotiations and Triad consortia construction as well as a comparison of US and Japanese systems. The review covers OECD projects and foreign risk, cultural clashes and technology transfer. The author opines a solution is a move towards a triangular capital-labour-technology driving force. |
