Abstract:In overall China's economy, there exists obviously three economic plates which development levels are various and four economic strengths which interact and mutual work, i. e. the plate formed by Taiwan, Hongkong and Macao; the plate formed by Southeast coastal areas in the Mainland and inland plate. Within a country scope, it is a peculiar phenomenon in present world and has objective necessity that three economic strengths with various social systems and areas spontaneously and consciously go to economic relations closely. Therefore, China must conform to the trend which four sides' economic cooperation and improve from many aspects, such as policy, law and division of industries, infrastructure construction, finance, and so on, and make China's economic development form a new situation.
