Abstract:Cutting of working time, as a way of increasing employment through work sharing, has become a major policy issue in several European countries. The link is studied between working time and operating time of the capital stock. The behaviour of both firms, cost-minimizing and profit-maximizing, is analyzed separately. With help of a model the conclusion is drawn that reduced working time will guarantee positive employment effects only in very simple special cases, such as corner solutions without shiftwork, and when firms work under an output constraint. Generally the employment will fall. The problem is not dividing a given number of working hours between workers, since the volume of labour services demanded is endogenously affected.
