| Abstract: | The author compares different methods of debt reliefs, given a low probability of full debt service. He develops criteria for the evaluation of debt relief instruments which form a menu. The debt relief should be costly to the debtor, involve burden sharing by the beneficiaries, restrain the debtor's behavior and make the debt relief contingent on exogenous, observable and hedgeable variables. |
