Abstract:Whether, and when, Europe gets a single currency will depend more on political and economic decisions. This month's Madrid summit of the European Union needs to take some hard political decisions. Now is the crunch time for the move towards economic and monetary union (EMU) and a single European currency on the timetable laid down by the 1992 Maastricht Treaty. Under the EMI plan, the single currency would not replace national currencies until July 2002. The proposals envisage that once the decision has been taken on which member countries qualify for EMU membership and the ECB has been set up, there will be three further stages.
