Abstract:You don't need to be a sociologist to figure out why so many Filipinos are scared these days. Seven-year -old Monique Velasco could tell you: because they can't trust the police. President Fidel Ramos ordered police commanders to purge their ranks of drug users. The larger question is: Can Ramos clean up the much-maligned force and break the cycle of corruption and crime that is terrorizing the nation? And can he do it without encroaching on civil liberties? Marcos's successor, Corazon Aquino, didn't have the clout to whip the police into shape.
