Abstract: | The article relates the findings of an ethnographically informed study conducted at a Swedish Nuclear Power Plant, describing a set of events while the plant was shut down for a short non-productive outage. To better understand how high-reliability organizations successfully manage the conflict btw. bureaucratic planning (here as: pl-g.) and flexibility, a description of simultaneous levels of control dissolving the conflict is provided. The present work illustrates that no clear-cut distinctions can be drawn btw. what is improvisation and what is not. Through understanding pl-g. as a control activity as well, it is possible to grasp the different values of the canonical activity of planning. |
