| Abstract: | Analysis of technical change reveals the importance of bringing skills and ideas of technology users into the project of generating new technologies. Whether the technologies are designed for nuclear power plants or village forestry projects, technology users participating in this process hold the key to the door of successful innovation. The time has come for energy policy to move away from insular research and development projects with a supply oriented, technical fix approach and to seek to bring these operations in closer contacts with both the needs and the capabilities of energy users. It is shown that, where this resource has been tapped, superior adoption of technology has occurred. |
