Abstract:The major impediment to the achievement of crucial longer-term nuclear goals has been the siting and public acceptance issue. The nuclear siting issue is analysed using top-down and bottom-up perspectives, the two main approaches to implementation analysis, and alternative policy implementation options open to the government are explored. It is contended that experience in nuclear siting illustrates a case where implementation processes can and do get derailed more often than many would like to acknowledge because the central government relies on indirect policy controls to facilitate bargaining between and amongst implementing organizations and target groups at the operational level.
