Abstract:The persistently high level of unemployment is currently the central problem facing economic policy in the European Union (EU). Since the start of the 1970s unemployment in today's Member States has, in the course of repeated surges, virtually quadrapled. In each business cycle the rise in unemployment during downsizing phases was less than completely offset in the subsequent upturn, so that the level of unemployment has risen from cycle to cycle. In the current phase of cyclical recovery, indeed, the unemployment rate of the EU as a whole has, unlike previously, scarcely fallen at all; over the last three years it has oscillated at a level just below 11%.
