| Abstract: | The property rights relationship in state-owned enterprises is not clarified clearly enough. Firstly, the administrative departments for national assets, with no obligation to invest into it, hold responsibilities for its management, not hedge and increment. Secondly, the leaders of enterprises' administrative departments, although having the right for investment, can not guarantee that enterprises always gain profits without losses of national assets. Last, the enterprises' leaders not only should guarantee enterprises' economic profits, but be obedient to those at a higher level. |
