Abstract:China's current market is neigher buyers' market nor sellers' market. It is a deflationary market due to internal causes and a relatively surplus market, that is, aggregate imbalance. The aggregate imbalance has two formations, demand inflation and inadequate demand. These two kinds of imbalance are all unfavorable to economic development. Increasing domestic demand can not depend only on loosening money. The present contradiction that China is facing is as follows: On the one hand, the loanable funds can not find loanees due to the too heavy burden of interest rate. On the other hand, there is no funds for expanding infrastructure. To settle it, the state's financial department should first borrow the credit funds for investment and increasing domestic demand with a view to solving the problem of relatively surplus market.
