| Abstract: | The collapse of the socialist-communist system in central, southeast and eastern Europe has entirely redrawn the political map of that region. Although this development had been one of the most important official foreign policy goals of the EC for decades, the process was still a surprise for the EC and the member states. This article is about the nature of the new challenges and the political and economic environment which influences the responses to these challenges. |
