| Abstract: | The most important reason why the benefits of the state-owned enterprises are diminishing greatly at the recent years is the lack of a mechanism effectively encouraging and constricting the high-ranking managing personnel of the enterprises, in particular the mechanism guaranteeing them act out of tong-term considerations. The paper proposes that a system of encouraging annual salary of pluralism, including that of high pension, should be carried out. At the same time, the entrepreneur's implicit income, for example, the excessive "consumption at post" should be controlled while the reform of the leadership system of the state-owned enterprises. and the process of making the managers professional be promoted. |
