Abstract:The ILO has launched in developing countries special public works programmes (SPWPs) aimed at improving rural employment and incomes. In addressing the question if these technical activities conform with ILO standards, the application of 16 Conventions and four Recommendations relevant to SPWPs are examined. While the objective of productive employment has been pursued largely in conformity with the instruments, popular participation still leaves much to be desired and vigilance needs to be exercised in such sensitive areas as the prohibition of forced labour, the employment of children, and equality of treatment. Suggestions for improving the application in these schemes is concluded.
