| Abstract: | Foreign governments' fees are limited to the need of management. It is regulated taxes that provide public need with monetary support. In Western countries, there are various funds of large-scale out of budget, but they are not established through taxes. Therefore, our out-of-order fee-collecting system differs from theirs. Our government's fee-collecting system is severely disordered and on a large-scale, producing an inestimable negative impact on political and economic life. Although the government has taken a serious of measures to solve this problem in recent years, it received little achievements. To essentially solve the problem of illegal extra charge, we must realize the management of democracy and legal system, strengthen the function of taxes, realize local fiscal self-government, abolish system of capital out of budget and so on. |
