Abstract:Pressures on managers within the National Health Service (NHS) to make financial savings increased in 1982 when the Government instructed Health Authorities to introduce saving programmes. The role of competitive tendering for NHS ancillary services is examined to show its potential contribution to the financial objectives. Attention is focused on how management and trade unions responded to competitive tendering, its relationship with other developments in the health service, and some of the consequences for industrial relations. The importance of market factors in influencing locally-determined employment conditions is emphasized. The changes are considered in the context of two case studies.
