| Abstract: | A liberalization of telecommunications started in the countries of the former Eastern Bloc in Europe but old regulations slow Western investments. Restructuring and development are backed by World Bank loans. Not only American but also Japanese, Italian, German and French companies carry on negotiations with Eastern European countries. |
