Abstract:Luxembourg decided 9 years ago to launch its first private communication satellite. Several serious problems had to be faced, but in 1986 the parliament permitted the government to grant a loan , besides potential users have joined the venture and now Arianspace plans to launch Astra in September 1988. There are further obstacles to overcome, namely insurance costs will make up a large sum, therefore the European satellite companies consider to establish a mutual insurance pool.
