Abstract:The in-depth reasons for difficulties facing state-owned enterprises are duplication in construction, lax management, the building of leading group, which needs to be strengthened and "business without capital". To solve the problem of "business without capital", we may make exploration from such an aspect as increasing the proportion of direct financing from capital market. The concrete practice is as follows: The listed state-owned enterprises with better economic returns may sell 10%-15% of state-owned shares. Besides, we should issue enterprises bonds, develop different kinds of investment funds, increase the proportions of capital construction investment and floating capital, and raise funds in the mode of stock partnership.
