| Abstract: | To standardize and develop enterprise bonds, we should establish and perfect related laws and regulations as well as strict and powerful supervision and administration systems, decontrol the issue of enterprise bonds and gradually expand issue scale, establish and perfect the circulation market of enterprise bonds and accelerate circulating, pay attention to financial innovation and issue a series of enterprise bonds with multi-varieties, multi-functions and flexible interest rates. At the present time, we should adopt quota management, debt balance management and debt proportional management, etc. to bring into play the initiative of both the local and central government. |
