Abstract:As we go to press, European-level employers' and trade union organisations seem close to concluding an agreement on reconciling work and family life, and particularly parental leave. If the social partners do succeed in signing an accord, it will be the first substantive European agreement ever concluded at this level. It is perhaps fitting that parental leave should be the subject of the first agreement, as Community legislation on the issue has been blocked for over a decade - precisely the kind of deadlock that the enhanced post-Maastricht social dialogue was designed to break.
