| Abstract: | The Ministry of Foreign Trade recently made and implemented a new policy that overseas businessmen can invest in and contract China's major construction projects of infrastructures. Upon completion of the project, overseas businessmen shall be in charge of the management and operation within the contracted period, while the Chinese party collects taxes. Upon expiration of the contract, the entire program shall be returned to the Chinese. Foreign investors can gain access to such fields as the power plant, railway and communications. |
