| Abstract: | Nowadays, there are two rural problems to be solved immediately: The increase of production does not correspond with that of income, nor does the industrial structure with that of employment. The solution to these rural problems lies in the deepening of reform and study, establishment of a new system. The establishment of rural systems requires attention to the following five aspects: The system of state's monopoly for purchases and marketing is to be implemented, the labour market must be brisk, peasants should be permitted to build towns at their own expense, the property right system should be settled, labour migration will not lead to agricultural depression, democracy is to be strengthened at the root level. |
