| Abstract: | The paper applies a stochastic frontier production model with time-varying technical efficiency to study the relationship between public capital and technical efficiency using panel data for U.S. state manufacturing industries during 1969-86. The authors conclude that for a country to increase its overall production efficiency, more public capital investments could be directed to regions with lower techical efficiency. |
