Abstract:Can a nation buy its poorest a decent life? Maybe not. But projects in China prove that some well-placed aid can go a long way. In remote Yanan, where mao Zedong halted the historic Long March after 12,500 grueling kilometers economic progress is measured broadly: Huang Xingjun can now pull in the TV show Baywatch from a satellite dish atop his cave. He is one of the lucky ones. Before the 1989 launch of the United Nations poverty program in his corner of northern Shaanxi province, Huang sold piglets to supplement the income from the 500 kg of grain he grew each year.
