| Abstract: | Social system and the Party's leadership are the basic guarantee of the strategy of anti-poverty which seeks the growth of the economic and social strength of poverty-stricken areas as a whole and the formation of ability of self-development. Since the mid-1980s, in the "aid-to-the-poor" work, the practice of "blood transfusion" with relief as the main mode was replaced by "development- oriented poverty relief" by fostering SCI-tech ability. In the 1990s, the focus of work was shifted to shaking off poverty depending on technological progress and raising the quality of labourers. China has achieved achievements which are of historical significance in implementing anti-poverty strategy in the past 13 years. |
