| Abstract: | To strengthen the operation and management of state-owned assets, Shenzhen special economic zone has made the following bold exploration and practice:making classification and deciding grades and levels according to enterprises' scope of business and economic returns; designating representatives of property rights for participating in the major decision-making of enterprises; practicing the system of appointing level by level chief financial inspectors and financial heads; deciding the part of enterprises profits turned over to the state according to the industrial characteristics. To perfect the operational model and method of the state-controlled holding companies, it should strengthen the functions of financing and property right operation, promote the establishment of modern enterprise system and improve the quality of assets. |
