| Abstract: | Shenzhen special economic zone has the following 5 functions: the general function of special economic zones, the function of experiments for reform, the function of port development and management, the function of city and the function of linking up Hong Kong. Decided by so many functions, the general advanced special zones in the world can not be taken as the carrier of Shenzhen Special Economic Zone. Shenzhen should decentralize its functions, take the function of port development and management as the basic one and strengthen its function of experiments for reform. In addition, it should narrow its scope and conduct the upgrading of special economic zone and enlarge the field of legislation. As to the city positioning Shenzhen should straighten out relations. |
