| Abstract: | At present, China is in the third peak period of unemployment. By the year 2000, there will be about 30 million laid-off workers. Therefore, top priority in the national policy is to solve the problem of unemployment and create new employment opportunities. The author thinks that it is proper to take building industry as the pillar industry, and the labour market should be established and perfected with labour force as a production factor distributed through market adjustment rather than the state's placement. At the same time, the state should undertake re-employment project and povide professional training for laid-off-workers' reemployment or take the method of transitional "trusteeship". Certainly the best method is to increase posts of employment and encourage labourers to seek jobs by themselves. |
