Abstract:To conduct civilian economy reform, China needs to continue increasing the increment input of non-state capital greatly in a bid to indirectly make the proportion of state-owned economy decline relatively. But the more important thing is to realize the flow and re-arrangement of state capital by implementing the strategy of "well managing large enterprises while adopting a flexible policy towards small ones" on the premise of re-definition of the government's function, thus changing the stock of state-owned economy step by step and in a planned way. At the same time, to make civilian economy adapt to market economy today, shareholding system should be introduced. The civilian and state enterprises should hold each other's shares, conduct joint operation or be merged, which would lead to the adjustment of state enterprises' property right structure.
