Abstract:We must shift the poverty-relief strategy stressing regional development into one directly targeting poor households with a view to make the key points in poverty alleviation stand out. Funds for poverty alleviation should incline even more to poor households and the mode of micro credit to households for poverty alleviation be adopted. Development and funds directly targeting villages and household should be combined closely in the use of funds for poverty alleviation. We should also establish and improve the supervisory mechanism, under which the intermediate course of resource allocation is handed over to market. The development of the areas with barren land and areas of assistance to the poor should be separated and some compensatory measures be taken to narrow the gap in regional economic development.
