| Abstract: | The tactics of "marching north for the second time" were put forward on the basis of judgement on Hong Kong's economic situation. But the problem which can not be evaded is how to make them consistent with Hong Kong government's long-standing city development tactics. As to such tactics, proper adjustment should be made with a strategic view of pushing forward the economic transformation of Hong Kong and cultivating new economic growth points. Besides the policy on "for bidden area" should be used effectively with changes in situation. And the model of high sci-tech cooperation between Beijing, Shenzhen and Hong Kong should be explored while the multi-level governmental and non-governmental cooperation between Hong Kong and Shenzhen is promoted. |
