| Abstract: | There are six problems as follow: 1)enterprise with different ownership right rush to high-tech industries together; 2)to careful plan industrialization and practice scale management; 3)to develop high-tech industries; 4) to build up tech-exploitation system of enterprise as main bodies with the combined way of import and innovations; 5) to learn from international success experiences and make new system beneficial for high-tech industrial development; 6) to improve high-tech industries inter-nationalization with market allocating resources. |
