| Abstract: | The expression of Europe's 'social dimension' encompasses a number of distinct and partly conflicting dimensions. National traditions have created a web of welfare institutions covering most citizens, while the Community remains a 'welfare laggard' according to the authors. They aim to clarify the reasons for the divergent patterns of policy development in the European Community. |
