| Abstract: | In Juli 1994 the European Community issues the White Paper concerning EC social policy. The Social Charter and its Action Programme were adopted five years ago setting out the concrete legislative proposals. Since that time unemployment has risen to an unexpected level but many of the institutions and national goverments give competitiveness and employment level a weigt equal to social and employment rights. The White Paper reflects this situation, contains very few unqualified proposals for new legislation, stresses consolidation and the use of policy instruments at the Commission's disposal. The Paper allows considerable room for manoeuvre in the future. |
