| Abstract: | There is a danger that internal development inherent in the Single Market project will create pressure for higher level of protection. Two special areas are singled out: social dimension and research and development. Standard employment legislation provides protection by raising labour cost above productivity level and support for pre-competitive research and development is protection by another name. |
