| Abstract: | Establishing Northwest energy resource investment fund and developing financial market by depending on favourable policies are one of the measures for strengthening the less-developed areas' own ability with the help of the state. With the fund, we can develop the energy resources in Northwest area, cultivate the regional economy, promote the reform and opening up in this area and accelerate the development of backward area. The investment fund is an important and effective way of raising funds. At the same time, it will create conditions for the establishment of modern enterprise system and the development of financial market and property right-exchanging market. |
