| Abstract: | Manor economy is a type of agricultural development and should be encouraged, guided and supported as done to other spontaneous reform experiments. Innovation should cover all essential aspects like organization, operation and property right system for produce and land. Thus, the manor type agricultural development on uncultivated lands would be the proper choice. The owner- the state sells the land use right to the developer through open auction, which is a step towards market-oriented resource allocation and system change and will serve to deepen the agricultural reform. In the modern agricultural manor, the ownership and use right of the state owned land are separated and the ownership of the investor and the management power are separated. |
