Abstract: | The goal of this article is to expand the understanding of institutional design, in general, by examining the initial design of parliamentary electoral systems in the regions of the Russian Federation. Specifically, the article highlights how the nature of Russia's political transition produced variation in the type of electoral systems. Interestingly enough, however, the variation in the type of parliamentary electoral systems in Russia's regions is likely to be eliminated. In May 2002 the Duma overwhelmingly voted to alter the various electoral systems of the regional parliaments so that they resemble the mixed electoral system of the State Duma (where 225 seats are elected through single-member districts and 225 through proportional representation with a 5% legal threshold). |
