Abstract:The number of the people who cannot live on their own and so need care has increased in the last few years and reached 1.6 millions in Germany. 1.1 millions of them live at home, a half million in care homes. Although man can insure against care risk within the framework of the health care and old age pension insurance system, most of the citizens, of the country are not insured. The federal government of the country has to put into force a law about the general care insurance; however, it is not clear yet, how will this one law be shaped in detail. Two proposals exist recently, the first one its the draft of the government parties, the second one is the modified of the employers.
